Walnut Creek Police Department – 111 Employees (Sworn and Civilian) Patrol Officers are generally involved in DUI Investigation.
Approximate Number of DUI arrests per year 400. For purposes of carrying out patrol the city is divided into 3 sectors (beats). Most DUI activity in the city occurs along the Main St. corridor from downtown to North Main St. Most of the DUI arrests are made to non-Walnut Creek residents visiting the downtown restaurants and bars. It is typical for these persons to be followed from the downtown area and be pulled over on their way out of town.
Walnut Creek police officers generally administer a combination of National Highway Traffic Safety Association Standardized Field Sobriety Tests (NHTSA SFSTs) and non-standardized sobriety tests such as counting forward and backward. Preliminary Breath Testing is generally done with a hand-held Alco-Sensor IV machine. All Implied Consent, breath alcohol testing is done on a Drager Alco-Test 7110 MKIIIC as is the case for all agencies in Contra Costa County. If a blood alcohol test is chosen the arrestee will generally be transported back to the Walnut Creek Police Department where his/her blood will be drawn by a phlebotomist employed by Central Medical Laboratories (CML) through a contract with the Contra Costa County Sheriff’s Department Toxicology Unit.
DUI Checkpoints and Driver’s License Checkpoints
Walnut Creek Police Department has recently backed off on its Checkpoint Operations. In the past Checkpoints were routinely held at Lawrence Way the extended on-ramp to 680 Northbound and on occasion Ygnacio Valley Rd. While checkpoint operations may not be as frequent in this city it is likely checkpoints are planned in the future. For the time being the Police Department seems to be more likely to conduct DUI Saturation Patrols.
Walnut Creek Police Department is part of the “Avoid the 25” an association of 25 local agencies who join resources for saturation patrols, checkpoints and other enforcement actions. The Contra Costa County Avoid the 25 Anti-DUI Task Force funding is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
Walnut Creek Police Department has recently made a commitment to engage in more investigative activity directed at underage alcohol consumption. Operation “Shoulder Tap” was directed at trying to identify persons willing to purchase alcohol for minors using underage police cadet decoys. This is one of the strategies implemented as part of a 2 year plan to reduce underage drinking made possible by a state incentive grant.
Walnut Creek Police do generally engage in proactive enforcement of drunk in public violations for which city code citations are often given as opposed to criminal citations.
